Is a dual keg cabinet the same as a two tap unit?
Not necessarily. Keg capacity and tap count are specified separately: a two-keg cabinet may be fitted with one tap, which lets you keep a cold spare rather than pour two beers.

Why keep a second keg cold rather than in the store?

How do I keep two lines in condition?
